Kelvin is a character that can be found in the back alley in the Refuge, accompanied by several cats. They have a tie, a buttoned shirt, and some steam pumps on their furnace head. Upon interacting with them, Kelvin mentions the cats like the warmth, and are brought to it, where Kelvin takes care of them.
Personality
Kelvin seems to be bound by their programming, and they must fulfill their original purpose of warmth. They appear to be somewhat caring, offering their heat to Niko. However, this may only be due to their cat-like appearance and not Kelvin's nature.
